Research and Evaluation Advisor –
South Africa Program 

 

I-TECH is seeking a Research & Evaluation Advisor to lead high-level and complex evaluations and research projects in South Africa. This position requires collaboration with the in-country team to design and lead research studies and impact evaluations, including data collection, tool development and analysis. The Research & Evaluation Advisor is responsible for identifying indicators and documenting program outcomes. The position plays a lead role in drafting protocols and Institutional Review Board applications, writing reports and publishing findings. The position requires an experienced research scientist who is able to mentor others in research and evaluation methodology and provide organizational level advice.  

Location: Seattle, Washington

INTERNATIONAL POSITIONS

Programme Officer -- South Africa

The Programme Officer will be based in the Bojanala Platinum District (North West), South Africa, as part of the team supporting the implementation of peer navigation services to promote engagement in HIV care. He/she will be responsible for the planning, coordination, and implementation of programme activities in the North West Province (Bojanala District). The Programme Officer will be responsible for supervision of peer navigators and will work with the Programme Manager to be the primary liaison with the public health facilities supported by the peer navigation services.

Ward Based Outreach Team (WBOT) Support Manager X2 [two positions] -- South Africa 

The Ward Based Outreach Team (WBOT) Support Manager in South Africa will be responsible for managing a comprehensive health portfolio that includes provision of technical assistance and capacity building to develop sustainable health programs that are led in collaboration with the South African Government, academic partners, the Health Resources and Services Administration, and the US Centers for Disease Control and Prevention (CDC). The Ward Based Outreach Team (WBOT) Support Manager will support strategic direction and technical guidance on issues related to strengthening of systems, and will be responsible for management, coordination, activity planning, and linking with partners at the national, provincial, and district level. Each WBOT Support Manager will support enhanced capacity of WBOT service delivery in a district as part of a Community Oriented Primary Care (COPC) approach to primary health care.

Country Director -  Cote d’Ivoire

The Country Director for I-TECH Cote d'Ivoire will be based in Abidjan. The Country Director will provide leadership and guide activities to strengthen leadership and quality management systems for an improved and sustainable laboratory network in Cote d’Ivoire. Continued support is required to coordinate and scale up HIV clinical care approaches that strengthen the national laboratory system. I-TECH was awarded a 5 year grant from the US CDC. This is an outstanding opportunity for a Country Director to lead the implementation of this project in national and provincial health laboratories. The CD must have demonstrated expertise in public health and global health program management and capacity development.  The position requires effective communication with both domestic and international staff, local Ministry of Health and other governmental bodies, US-based funding agencies, and other implementing partners. The I-TECH Country Director must provide leadership in developing sustainable programs and cope with rapid changes in both funding and programmatic direction as provided by the funding agency.

The Operations Manager will provide operations and administrative support to implementation of activities to improve and sustain capacity and quality of laboratory services in Cote d’Ivoire. With support from the Country Director, the Operations Manager provides leadership and management oversight for select office management and administrative functions. This includes, but is not limited to: supervision and guidance of an Office Assistant; inventory management; logistical and administrative support for program trainings and travel; and helping to enforce the implementation of standard operations policies and procedures (SOPs).

Laboratory EQA/PT Specialist - Cote d'Ivoire 

I-TECH has an outstanding opportunity for a Laboratory EQA/PT Specialist to provide direct technical assistance to strengthen the coordination of the national external quality assurance/proficiency testing program (EQA/PT) in all aspects of medical laboratory diagnostics. He/she will work with the National Public Health Laboratory (NPHL), district health teams, and PEPFAR implementing partners to: 1. Strengthen national laboratory policies and increase adherence to national guidelines; 2. Develop local capacity in biosafety and biosecurity (B&B); 3. Develop skills in laboratory management and strengthen laboratory professions competencies; 4. Implement QMS in the entire laboratory network;  5. Improve and implement LIS for improved data management and utilization; and 6. Support laboratory-related blood safety interventions and accreditation of 3 laboratories in National Blood Transfusion Services (NBTS).

Blood Transfusion Safety Specialist - Cote d'Ivoire

I-TECH is seeking a Blood Transfusion Safety Specialist  for blood systems strengthening, measurement and evaluation. This position will serve as the coordinator for activities within the Cote d’Ivoire National Blood Transfusion Services, I-TECH and Bloodworks Northwest networks. Primary activities will be to coordinate among stakeholders and partners to deliver on assessments, data analysis, gap evaluation; perform training in laboratory quality systems; and implement Biosafety & Biosecurity and action plans. This role combines a mix of technical skills, project management, quality systems, and cross-cultural innovation.

The Finance Manager for I-TECH Cote d’Ivoire works closely with the Country Director and Operations Manager, and is responsible for the management of financial processes and procedures, including budget coordination and monitoring, financial procedures and internal controls, accounts payable and purchasing integration, payroll systems, coordination with I-TECH HQ financial staff, cash flow management, computerized accounting systems and procedures, and audits. The Finance Manager reports to the Country Director, directly supervises the Accounting Assistant and Bookkeeper, and is a member of the Finance team.

HIS Advisor II - Cote d'Ivoire

The Health Information Systems (HIS) Advisor II for I-TECH Cote d'Ivoire will work closely with the staff of laboratories, Ministry of Health, and I-TECH staff based in Abidjan and Seattle. The advisor will be responsible for duties related to the development and implementation of Health Information Systems, primarily laboratory information systems. The advisor will provide necessary support (technical assistance) to the Health Informatics Advisor I, as needed. The HIS Advisor II will play a critical role in OpenELIS software development, ensuring smooth communication between laboratories, MOH, and colleagues from Seattle; and will coordinate meetings with local stakeholders; support the establishment, practice, and sustainability of OpenELIS and OE Basic operating standards in laboratories; and identify priority issues to be addressed.

HIS Advisor I - Cote d'Ivoire

The HIS Advisor I will support implementation of laboratory information system activities to improve and sustain capacity and quality of laboratory services in Cote d’Ivoire. He/She will work closely with staff at laboratories, the Ministry of Health, and I-TECH staff based in Abidjan and Seattle. Field Epidemiology Technical Advisor - Tanzania
The Field Epidemiology Technical Advisor (TA) will be responsible for ensuring successful implementation and evaluation of the FELTP Intermediate course. The TA will report directly to the Principal Investigator, based at I-TECH Headquarters in Seattle, Washington. The TA will also work closely with the CDC Tanzania FELTP Resident Advisors and staff, I-TECH Tanzania staff, Seattle-based Senior Fellow/Epidemiologist, the Ministry of Health Community Development, Gender, Elderly and Children (MoHDGEC), and other key stakeholders.

Location: Dar es Salaam, Tanzania, with 30% travel time
