The D-HSS will serve as the lead technical health systems strengthening expert for I-TECH SA. S/he will provide strategic direction, technical guidance, and leadership on issues related to strengthening of systems (leadership and governance, human resources for health (HRH) capacity development, health financing, information systems and service delivery systems). The D-HSS will supervise and
coordinate all I-TECH SA health systems strengthening activities, and work closely with USG agencies in South Africa and the National Department of Health on broader policy and systems strengthening issues.
The D-HSS will manage a multi-cultural team, bridging across all teams at I-TECH SA. S/he will report to the Country Director. S/he will be expected to work independently, make programme recommendations, and take initiative. S/he will advise I-TECH SA on all aspects of strengthening health systems to support sustainable programmes.

 I-TECH Associate  Director  of  M&amp;E,  the  Advisor  will  work  with  Senior  ProgrammeManagers   serving  in  I-TECH  and  with  M&amp;E  staff  in  field  offices  to  support  the  implementation  of  I-TECH  initiatives   leading  towards  organizational  programme  effectiveness  and  donor  compliance.    

 The  Advisor  will  be  responsible  for  the  daily  implementation  of    evaluation  including  work  planning,  tracking   progress  towards  objectives,development  of  data  collection  instruments  and  sampling  strategies,  on-site   research  and  data  collection,  supervision  of  an  evaluation  team,  writing/editing  required  reports,   developing/conducting  presentations  of  findings,  and  liaising  with  stakeholders  on  technical  matters.       The  Advisor  will  be  part  of  I-TECH's Monitoring &amp; Reporting projects and will plan for and oversee the implementation  of  existing  and  new  data  systems.  S/he  will  be  an  investigator  on  Operational  Research   studies  and  will  provide  technical  support  for  protocol  writing,  data  collection  and  analysis,  use  of  evaluation   tools  and  processes.  The  Advisor  will  therefore  have  substantial  technical  expertise  in  implementation   science  encompassing  health  project  monitoring  and  evaluation  including  outcome  evaluations,  health 
informatics  and  biostatistics,  M&amp;E  systems,  research  methodology,  statistical  analysis  and  epidemiological   methods.
